I liked the quote and think Otis did too, else it wouldn't have been on his official bio. It is funny in a Yogi Berra way, and it expresses some fundamental truth about budgets.

Perhaps someone thought the quote did not reflect well upon Otis? I think it was just fine. I don't know enough about Otis to say more, like is done in the Yogi Berra article:

He was known for his malapropisms as well as pithy and paradoxical statements, such as "It ain't over 'til it's over", while speaking to reporters. He once simultaneously denied and confirmed his reputation by stating, "I really didn't say everything I said."^[1]^[2]

A similar quote which is in the current article is:
