Laymans summary please[edit]

Dissappointed to find that there is no summary in more laymans terms that enables me to understand what this is about. I followed the link from a Space Shuttle article which says that a tile is being raised to get this BLT, but this article does not tell me what purpose this might have, or in terms I can understand what difference it might make.
