If the word "Bolting" is not particularly associated with the horticulture term above the equestrian one, then this disambiguation page should be located directly at Bolting. However, so long as the article "Bolting" describes the horticultural term, it is standard and consistent practice to link to that primary article first as documented at MoS:DAB. The word has both meanings listed in a standard dictionary (along with others). I don't really want to tick off the horticulture people by renaming their article. I guess it doesn't matter all that much, just to point out that both meanings are in some sense of equal importance. Not a moral issue. Montanabw(talk) 03:49, 23 July 2008 (UTC)[reply]
Reviewing the extent of each meaning, it does seem to me like it's counter-intuitive to assume that the horticulture term is what someone's looking for. Searching for "bolting plants" (not as a phrase) has almost exactly the same number of hits as "bolting horses"; conversely, "bolting -horses -plants" outnumbers them significantly, mostly referring to issues regarding bolted joints. I suggest a move is appropriate; upsetting users with a particular interest is not really a concern. I'm sure all the experienced editors involved are interested in their subject being treated in the proper context. BigBlueFish (talk) 09:19, 23 July 2008 (UTC)[reply]

From WP:HAT: "When two articles share the same title, the unambiguated article should include a hatnote with a link to the other article. It is not necessary to create a separate disambiguation page." I think this guideline applies and is appropriate, even if there is no primary topic. Oh, but it could get to be more than two things. "Bolting" is also a climbing term. It's also an archaic term for sifting flour! LOL! But I favor the move, because I've seen articles that start with a hatnote, but before long it's two or three or ten...and bolt is a disambig page. Montanabw(talk) 04:07, 24 July 2008 (UTC)[reply]
Hmm. Why not wait, until there are more than two articles called "Bolting", before making the disambiguation page? — why hurry?
