Outdated from the start[edit]

If you wrote this article in 2013 and speak about a supposed situation prior to 2002 (more than a decade before) in 'present tense' and only by the end of the article you mention that the situation changed by 2002 (more than a decade before you wrote it) then it could well be suspected that the article was not drafted in good faith, as it was not reflecting a current situation at the time of entry, although written in present tense.
