Being too short isn't a deletion criteria. It was mass murder, not an accident. It's notable & is being reported by the mainstream media in several countries. Zaoyang car attack2019 Zaoyang car attack – The current convention on events, WP:NCEVENTS, requests a date "in the majority of cases" in front of the article title.
