Background section[edit]

Unless I'm mistaken, this article needs a background section about what Bhutan changed to democracy from. It jumps straight into "preparing the Bhutanese people for democracy", without acknowledging whatever was at the time the status quo. I realise that this information will be available in Bhutan's general article, but it seems very pertinent here. "The first democratic election? So what was there before...?"
