The interim period?[edit]

How was the "province" governed from March 31, 1949 until May 28 or May 29 or whenever the elected officials were sworn in? That's nearly two months of essentially no government. Did the commission continue to run the province, or was an interim administration formed? Can we get some details of that interim administration - who appointed it, who was in it, and so forth?
