Started some text[edit]

@Jo-Jo Eumerus: I took a shot at it, mostly fixing the incorrect variable (the IP is $1 here, not $7) and adjusting the wording to reflect the fact that the blocks this message is used for are equivalent to checking "Prevent this user from editing their own talk page while blocked" but not "Apply block to logged-in users from this IP address" or "Block account creation". "Block user from sending email" is also unchecked, but there's not likely to be anything an admin can do about it besides try to explain the situation further. Complex wikitext[edit]

@Tgr (WMF): Your concern seems to have been justified by T191939. I tried moving the complex wikitext to a template and changing this message to more closely resemble a block such as Special:Redirect/logid/90712277, but it turns out MediaWiki is expanding templates when reading the message instead of waiting for the parse.
