The Council on Higher Education in South Africa is an independent statutory body that functions as the Quality Council for Higher Education education in South Africa.[1] . It functions as the Quality Council for Higher Education in terms of the NQF Act (68 of 2008) . The council has a permanent committee, the Higher Education Quality Committee (HEQC).[2] That is tasked with performing both quality assurance and quality promotion in Higher Education (CHE).[3] The council is located in Pretoria, in an office park, adjacent to the CSIR.

The CHE was established in May 1998 in terms of the Higher Education Act (101 of 1997), as amended . Higher education then, was seen as key to modernisation, transformation and renewal in South Africa .

Structure[edit]

Critique[edit]

The CHE have been criticized for creating regulations that “protect an elite set of increasingly commercialised institutions, public and private.” [4]
