Cardinals created by Pope Paul VI?[edit]

Does the title of this Category make any sense what-so-ever? Pope Paul VI must have been an artist to be so creative. Since when does a Pope create a Cardinal? Cardinals are people (priests) who are appointed ecclesiastics to their positions, therefore how can anyone state they were created by a Pope or anyone?
