Why is this red listed artist blocked from page creation on Wikipedia?[edit]

Could someone skilled at dealing with editors please try to remove a block of page creation for artist Terry Ananny who is one of the artists that are listed in red. A Canadian painter for 30 years with over 2200 paintings in collection and exhibited permanently in galleries in Canada and the United States. Her work has been collected by Prime Minister's of Canada, Canadian Government, hospitals in Canada and the US and many more noteworthy collections. An article on her is prohibited by Wikipedia and only editors are allowed creation. Not sure why.
