Hiya :-) Thanks for your anti-vandalism efforts, unfortunately I can't directly help you as I'm not an administrator, I just do some anti-vandal stuff and help out with user warnings. If you think an IP should be banned then you need to report the IP on the Administrator intervention against vandalism page. Looking at the IP's talk page I don't think it's really worthy of a ban, usually a final warning should be given prior to a ban, with user warnings given prior to the final warning. See this article for user warning templates and their different levels/reasons.
