Hi there! If you look at my deletion summary for Image:Johnchapman.jpg, it's pretty self-explanatory:

“ CSD I3: Licensed as for non-commercial use only, non-derivative use or used with permission, uploaded on or after May 19, 2005, and no assertion of fair use was provided ”

According to our image use policy, non-commercial or educational use only images aren't free for Wikipedia's purposes and are rarely suitable for living persons. You mentioned that John Chapman gave permission to use the image on Wikipedia - could you please try and get him to release it under a free license? There's a guide available here that you could use.
