"Harmless but useless" templates. Hmm.. I don't know of any official depository. I've collected various templates and/or code from looking at random userpages over the past few months. I just copied what I liked.
Unverified information--this is a bit more complex. I basically just use my discretion. If the information seems pretty plausible, then I usually leave it alone, especially if the editor seems to be experienced and has no record of vandalism, and/or I don't know enough about the subject to make a determination. If the information is a little "out there" but still plausible, I'll put a {{fact}} tag on it, which creates a little "citation needed" bit after the information in question. If the information just sounds ridiculous, and the editor has few or just vandal edits, then I'll usually delete it and leave a message with the editor asking about it. Regarding your edit ([1]), I probably would have added the {{fact}} tag--it seems plausible enough, given the rest of the article, and the editor in question made constructive edits elsewhere [2]. If you'd like to research it yourself, I believe all sexual predator information is available online.
If the whole article lacks sources, {{unreferenced}} may be appropriate. (See Vincent Gallo as an example.)

ArbCom 2017 election voter message[edit]

Hello, Sethimothy. Voting in the 2017 Arbitration Committee elections is now open until 23.59 on Sunday, 10 December. All users who registered an account before Saturday, 28 October 2017, made at least 150 mainspace edits before Wednesday, 1 November 2017 and are not currently blocked are eligible to vote. Users with alternate accounts may only vote once.

The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.
