Sorry, but this page, plus the Railway Press at the time (quoted verbatim in this diff) makes it quite clear that the CCLR does have the lease for the line, at least until 2017. Please do not delete content or templates from pages on Wikipedia, as you did to Scarborough North Bay Railway, without explaining the valid reason for the removal in the edit summary.
