How to publish a translated article[edit]

Hello, I would like to know how i can process to publish an article translate in english (the original one is in french) i've saved my drafted on Wikipedia, but i can't, it says to me : "Your translation cannot be published because publishing is only allowed to more experienced editors on this wiki." She writed a book about her life and her parcours, and how she became a whistleblower of the Depakine/valproate affair. “Le monde”, a big national press and well knowed in France that you also must know too, talked about it.
