First, you will need to request unblock on your other account, as I have explained below.

Then, read WP:Your first article and WP:Notability. Wikipedia is quite choosy about subjects for articles - it does not expect to have articles about every singer. The notability test asks for references that show "significant coverage in reliable sources that are independent of the subject."
