They are there to make it easier for someone to research. Instead of reading the entire article.

If it is not already linked earlier, then it may be put in see also - if relevant. It should be relevant enough that it would be reasonable for another editor to promote it into the article body by writing and citing a sentence or paragraph about the connection.
