There is a very simple way to stop discrimination against IPs: Require registered editing. Period/Full stop. The truth is that Wikipedia itself discriminates against certain edit by allowing to edit while unregistered. There are a host of advantages registered editors have over non-registered editors because it's not possible to give unregistered users certain rights without their a registered account. That is the drawback of allowing unregistered editing in the first place. And that is a decision by the Foundation. None of us can change that, nor are we even permitted to propose mandatory registration. So, yes, IPs are discriminated against on Wikipedia, but primarily by the Foundation itself. Let's place the blame squarely where it belongs.
