Corruption[edit]

Applebaum operated a system of soliciting and collecting both legal and illegal campaign contributions for his party. In 2006, Applebaum trained his political aide Hugo Tremblay to collect funds for his 2009 campaign "warchest". [1] This involved organizing cocktail party fundraisers: Tickets sold would serve as legal campaign contributions and were used to compile lists of contributor names and phone numbers; a box referred to as a "the hat" would be used to collect illegal cash contributions. [2]

Applebaum would conspire with his aides, fellow councilors, and municipal officials to extort bribes and kick-backs from real estate promoters in exchange for zoning changes in his borough.[2][3]
