Scope of Title II of ADA[edit]

While Title II of the ADA has been applied mainly to issues involving physical barriers and other limitations on access to basic government services, the plain language of the statute also regulates all government programs or activities. Thus, Title II has been applied as regulating such diverse programs, services and activities as enrollment in public colleges and restrictions on a disabled student's activities at the college [1], eligibility for public assistance [2], the issuance of driver's licenses [3], the granting of medical licenses [4], and the granting of licenses to practice law<ref name=lawlicense>Bartlett v.
