Freeholder: Term to be removed from NJ vocabulary

I want to improve the coverage of the law concerning the elimination of the term FREEHOLDERS as an official title in New Jersey. I'm not sure Copyright_status_of_works_by_subnational_governments_of_the_United_States#New_Jersey about the copyright status.
