I have deleted the term 'de facto' and put in the correct reason for individual administrations allocating frequencies/bands not currently listed in the ITU Table of Frequency Allocations. This is a PERFECTLY LEGAL method of doing so under Article 4.4 of the ITU Radio Regulation. To hint anything otherwise by use of the term 'de facto' is erroneous and damaging. 18:14, 7 December 2012 (UTC)
