Before any games are played, aren't all teams technically tied for first place in every group because they are equal in the five tie-breaking criteria and nobody can guess how a drawing of lots would go? As a result, wouldn't that mean that the runners-up table doesn't technically have any teams in it? Stevie fae Scotland (talk) 22:27, 25 May 2018 (UTC)
