Substantive rank of major[edit]

The article says "he was given the substantive rank of major on 1 March 1881" and then later it says "He was promoted to the substantive rank of major on 21 March 1885". Could someone clarify this? --Bduke (Discussion) 10:14, 13 April 2018 (UTC)[reply]
