Town vs. City[edit]

The narrative of the history section was changed to only refer to Wapato as a 'city'. This even when it was an unincorporated hamlet of only a few dozen houses. Hardly seems appropriate - I have changed the wording back to 'town' for references prior to incorporation. In a legal sense it's not a city until it's incorporated, right?
