Unititled[edit]

Ships can't be "victims" -- I cut the NPOV language from the sentence about Virginia's decommissioning. It also wasn't cited to a source as being because of budget cuts. The Navy has quite a few Ticonderoga class cruisers that are much newer than the Virginias.
