The article on Tim Conlon the actor should probably remain where it is for now, so we need a disambiguator for this one when it's moved into the article namespace. As there are so far only two articles with this possible name, a hatnote at each will suffice, there's no need for a disambiguation page (which is what we call what you called a reference page above), see WP:TWODABS.

Assuming it complies with copyright and WP:BLP, the article looks good, and ready to be moved to the main namespace. Well done! The main question is its name.

Support move to Tim Conlon (artist), existing article at Tim Conlon to a disambiguated name to be decided, and creation of a two-way DAB at Tim Conlon.
