I don't really have the capacity to doublecheck the notability of the article, but I would suggest that another editor does do it - some guidance on notability of journals is at WP:NJOURNALS. Currently, nothing on the article describes why this journal is notable, which is a significant issue with it. Currently, it could potentially be speedily deleted, and definitely is a candidate for proposal to delete.
