Improvement Needed[edit]

I'm generally quite new to Wikipedia, and not advanced on editing matters, but this doesn't seem to be in the style of a Wikipedia article. Almost all of the presented information could be in the info box on the top right instead of the article, and there could be some content of history of telecommunications in Kazakhstan, etc.
