September 1, Polish President Ignacy Mościcki declared a state of emergency.

September 2, The state of emergency in Poland was upgraded to a state of war.

Both September 1: Ordinance of the Council of Ministers of September 1, 1939 on the state of emergency and Ordinance of the President of the Republic of September 1, 1939 on state of war. September 1 President Mościcki sent Appeal to citizens: During the night of today's our eternal enemy started offensive actions against the Polish State, which I affirm to God and history.
