There is certainly evidence that Thomas Berdmore the father was related to Scrope Berdmore. According to the ODNB Scrope Berdmore Davies was the son of Margaretta Berdmore, daughter of Scrope Berdmore; while according to [1], Samuel Berdmore was a cousin of Margaretta.
On the other hand, they were not brothers. Scrope was son of Samuel Berdmore I, canon of York, while Thomas's father is given by Venn as Matthew.
