I have the feeling the article doesn't include the "default" option very well in countries that have such unions: when a same sex union is introduced it automatically applies to the military. The system where it is triggered by a lower jurisdiction is a matter of much more debate, but it's not the standard. Shall I rewrite lead and overview accordingly?
