The image https://en.wikipedia.org/wiki/File:Missouri,_California_Homeland_Response_Force_130520-Z-UP142-060.jpg which was included in the article is not an image of a PAPR. The image instead shows the Tech Sgt wearing a full face Scott Safety Promask, which is just a regular respirator i.e. non-powered. The twin tubes (green and clear) connected to an adaptor fitted between the filter cartridge and the respirator being worn by the the Tech Sgt indicate that the wearer is undergoing a respirator fit test, most likely using a TSI particle counting instrument, judging by the connecting hose and the presence of a TSI isopropyl alcohol container on the desk behind the Tech Sgt, used to impregnate the sheath gas filter in TSI instruments with isopropyl alcohol.
