Who started the chain ferry?[edit]

It is not clear to me who started the chain ferry from the reference given which refers only to 'Sir Cuthbert Quilter'. It appears that the first Baron was still very much alive in 1894, and both the 1st and the 2nd Baron have the name Cuthbert in their name. However, possibly it was the young 2nd Baron, who used the name Cuthbert, who actually established the link not the father who I have allocated it to.
