Expansion Height[edit]

The expansion is described as a twelve story building, but I think it's actually only eleven stories. There's no third floor button in the elevator, I can't find a building map that mentions a third floor, and looking at the outside I can only see eleven floors above ground. I'd love to know why there's no third floor.
