Needs a lede[edit]

This article jumps straight into the subject without introduction or providing any sort of context, making it difficult for a non-expert reader to know what the topic is. I noticed in the history that an earlier version (subsequently blanked by a redirect) had a decent lede which would be useful here, but I didn't want to just reinsert it as it's not my text. Anyone know whether it's OK to do that, and how it's best done? Or failing that, could someone knowledgeable enough about the subject please write a new lede?
