what the crap does that even mean?

The article is describing how CHAT software works, I think.

What is this about? What is a Message Broker? Is this about software? What purpose does the software serve? That is to ask, what problem does it solve or what work does it help humans accomplish?

Finally, who the HELL contributes stuff like this to an encyclopedia which has presumeably as a target audience, the general public who are looking for a general understanding.

No, No and NO! It is about how the messages get shuffled between DNS servers and how messages can have their content automatically translated from say, Spanish to Russian, or from Hindi to French, and something about storage... it is NOT about chat. The article is ACTUALLY, about Telecommunications, NOT the Internet. It is about coupling, and decoupling; sounds like fun, it is about things like translation of Internationally Recognized Languages, so: English and Cree. Or something.
