Capitalization of headings[edit]

@Hondo77: Per the MoS, "Section headings ... should be presented in sentence case (Funding of UNESCO projects), not title case (Funding of UNESCO Projects)." Please undo the capitalization of "Elementary Schools", etc. You may also change "Alternative Education" to "Alternative education" and treat "New High School", "2008-2009 School Year Budget Cuts" and "Recent Superintendents" similarly, or wait for another editor to fix those.
