This article had existed since July 2004. In September 2010, I marked it for a merge and noted it was unreferenced. This was effectively reverted by User:Sundostund on at least two occasions, without explanation. They had also removed User:Timbouctou's later merge proposal. Most recently, User:Djidash reverted the merge, also without explanation. This is a somewhat troubling pattern. I can only add that I see no purpose of a standalone list article for a total of four (4) officeholders of a largely unrecognized political entity whose lifespan was less than four years in the 1990s.
