I have removed the Prod template. Here is how I address the issues you have with the article.

I have added references. It is not "original research" as you put it. It is a list that complements List of Champ Car drivers
It is useful to the entire space that encompasses Wikipedia:WikiProject American Open Wheel Racing and in particular the Champ Car realm of that wikiproject.
A similar list for Formula One exists at List of Formula One drivers who never qualified for a race.

I am a founding member of WP:AOWR with over 2000 edits on the subject. From your edit history and user page, it does not appear that you have any particular interest or knowledge of racing in general or American open wheel racing in particular.
