Archbishop then bishop?[edit]

Doesn't one become the bishop before becoming an archbishop?

It's not necessary. According to Catholic theology, there are three sacramental orders: diaconate, priesthood, and episcopate. An "archbishop" is a bishop who merely governs an archdiocese.
So he became an archbishop, then was demoted? Or was the diocese demoted?
