Which says the following in its terms of use agreement:

The use of the Material on any other website or in a networked computer environment for any purpose is prohibited.
It's difficult to tell to what extent the current article still resembles the KROCK page, because that url no longer works. It seems pretty clear that the bio was written by Fogelnest and provided by him to the station. (The obviousness of this origin was what I tried to diminish in my clean-up.) In the absence of evidence that the station actually paid him to write up his life story for the website and bought from him the exclusive rights thereto, I think it's safe to assume that Fogelnest actually controls the rights to his own autobiography--and by placing it here has put it in the public domain.
