We could break it down by geography (for each country, what does immigration reform mean, who is pursuing it, and how), policy directions (expanding immigration vs. strengthening immigrants' rights vs. restricting immigration), or types of immigration (refugees, high-skill vs. low-skill economic migration, etc.).
