Does Korean People's Army Strategic Force really use this missile?[edit]

The only fact is other North Korean missiles are operated by Korean People's Army Strategic Force. Missile General Bureau soliders were with this missile on the 8 February 2023 parade marking the 75th anniversary of the Korean People’s Army. Korean Central News Agency stated that the 2nd red flag company of Missile General Bureau guided first test launch of Hwasong-18. And on Feburary 2023 Hwasong-15 launch, Korean Central News Agency stated that the 1st hero red flag comany of Missile General Bureau has rich experience on operating ICBMs. On the other hand, there is no clear and conclusive evidence that Korean People's Army Strategic Force operates this missile. Pretending this missile goes for Korean People's Army Strategic Force is a prediction using Inductive reasoning. And this prediction is not the reliable sources. There is definitely and publicly available report about the Missile General Bureau within the KPA that just states that the bureau is overseeing missiles development, and nothing to fully support the bureau to be the operator of any weapons inside the KPA. And the testing and related launching associated with armaments in other countries are also carried out by their own military scientific research organizations/institutions, for instance, the test launch of the M51 submarine-launched ballistic missile from the ballistic missile submarine Le Terrible by France in the Atlantic on 19 April and the test launch of the sea-based endo-atmospheric interceptor missile off the coast of Odisha in the Bay of Bengal by India on the following 21 April were carried out by the Direction générale de l'armement (DGA) and the Defence Research and Development Organisation (DRDO), respectively, which are the military scientific research organizations/institutions of the two countries, so by your reasoning that the submarine Le Terrible and/or the M51 used by the DGA and the interceptor missile by the DRDO? Of course not! Thus with the prerequisite that the operator of the Hwasong-18 isn't the Missile General Bureau, why couldn't we consider that the missile, like all other land-based strategic missiles that are capable of carrying nuclear warheads inside the KPA, is also used by Strategic Force of the KPA?
