Passengers?[edit]

The article I was just reading on the Biloxi Coast Guard station (http://www.zianet.com/tmorris/biloxi.html) claims that the PH-2 could carry "20 survivors". That seems like a large number; the plane doesn't look that big to me, and very few aircraft back then could carry that many people, outside of large flying boats.
