"Strictly speaking, this is not a solution as it fails to satisfy the requirement of finding the heavier ball in two weighings."

It doesn't say find the heaviest ball in two weightings, it says "The heavier ball is to be found using as few weightings as possible". While two weights is certainly the optimal answer, it should not be assumed.
