This is very well-written, and well-cited: nice job! Would score no lower than a 2. To move toward the 3 end of things, I'd like to see more information from the perspective of DHH Danes: are these provisions sufficient to meet their needs? This looks great so far! It's very well-written, especially in terms of the style of writing that Wikipedia requests. There's a lot of great information here. For your Significant Organizations section, I'm wondering if you can add a little blurb (either for all or for each) pertaining to how much empowerment is given to deaf people. And for each, possibly add a bit more information on what the organization provide for the middle two (if any)? For some extra knowledge/insight, you might be able to find reviews or extra forms of media that might give a better viewpoint on how deaf people at these organization are being treated. Finally, I have some comments for you (although they're fairly superficial). When you say "hard-of-hearing", readers may infer that that does not include those who are deaf, which I don't think you intend. Also, please avoid the term "hearing impaired" unless it's a direct quote or you have evidence of that being the preferred term used by the people it describes.
