Split off section Collaboration with the Soviet Union

Section § Collaboration with the Soviet Union and on Soviet territory is off-topic for the current article title. One of them has got to give. As the Soviet Union was a member of the Western Allies, I see no way a title change can fix this (unless we wanted to greatly expand the topic to all collaboration on all sides of WWII, but that would be a mistake, imho). I see no real alternative to splitting this section off to Collaboration with the Soviet Union in World War II (or, the Second World War). @Elinruby, Shakescene, E-960, Peacemaker67, Aeengath, Cukrakalnis, and Scope creep: (Did I forget anyone?) Well, I do see an alternative, because we already have Collaboration in the German-occupied Soviet Union, but that is yet another topic, so it seems the section in this article is a bit confused; if it is supposed to be about Soviet collaborators with the Axis, then it *does* belong here, but is that what it is about? I'm confused; what if we just renamed the section to be strictly about Soviet collaborators "with the Axis" or collaborators "from" the Soviet Union, not "with" the Soviet Union; maybe that would be enough to fix this, and then it remains on-topic? I agree. It does look a bit odd there. Its seems to be a seperate subject article, left behind possibly. The main article context is folk collaborating with Germany. Does that section assume that some Soviets were collaborating with Germany? There is some that, i.e. Soviet folk collaborating with Germany for food and needs to stay perhaps with a different section head. However, "Collaboration with the Soviet Union and on Soviet territory" reads like a main subject heading for a top summary article though, i.e. folk collaborating with the Soviet Union. (speculation} the Baltic countries were invaded first by the Soviets then by the Nazis and Nazi propaganda blamed Jews for the mass deportations under the Soviets. That may be what someone was talking about. But this article is about collaboration with Nazis and the trope is pretty much debunked. (Jews were a majority of Communists in some places but a majority of Jews were not Communists and nowhere were they in fact decision-makers.) I suggest we change the title, since as written it would encompass Poland, Lithuania, Ukraine, Latvia, Estonia and some other countries in the Balkans. Finland. I went ahead and made the change just because it was easier that typing something out; it can change back but I wasn't hearing any call to keep it. Most of that section predates my participation in the article. I believe the original author is talking about the various ethnic groups that weren't so much pro-Nazi as anti-Soviet. Not that this makes them not collaborators, mind you. Thinking here of the Cossacks for example. I have some doubt, which the ICC seems to have shared, about conscripts and gang-pressed PoWs. We can duscuss that more later, as well as the changes I just made, which are merely my best guess and can totally be amended by anyone to whom that seems like a good idea. Real life calls, urgently. I just removed the part about Soviet Territories from the header and took out Molotov–Ribbentrop Pact as a Main template. It's definitely important but it belongs in some sort of background section or maybe the lede. It isn't itself collaboration itself and it affected several countries, not just the Soviet Union. Mind you we don't have a background section. Possibly top-level under Eastern Europe? It's critical wrt Wilno slash Vilnius, and you probably can't discuss the trope about greeting the Nazis with flowers without describing that secret addendum. Right?
