'Herod I' vs. 'Herod the Great'[edit]

Would anyone say, "Hitler the Great"? I guess if you were one sick, Neo-Nazi, you might! So why would anyone say, "Herod the Great"? He was a ruthless mass-murder who killed many babies (trying to eliminate the Jewish Messiah), his wife Mariamne, his son, John the Baptist, and many others.
